Sea Breeze Energy Producers, LLC is a landfill gas to energy facility in Freeport, Texas. The facility has an 4.0 MMCFD LFG processing plant consisting of 4 Vilter screw compressors, The plant has gas treatment equipment to remove H2S, Oxygen, water and CO2. The Facility was constructed by DTE Biomass in 2018. Gas from the facility is sold to OCI Fuels Limited.
Job Summary
Location: Angleton, TX
This role requires independent judgment, initiative, and discretion with results viewed through the achievement of production and expense goals while adhering to policies and procedures and professional conduct. This position fosters a culture of operational excellence with the highest priority on health, safety, environmental compliance, and employee engagement. Directs work of third-party contractors, maintenance activities, and collaborates with facility technicians and the Plant Manager. Reports to the Regional Operations Manager.
MISSION:
Expand, repair, and operate a gas collection controls system (GCCS) optimizing recovery of this renewable source of energy while meeting safety, environmental and company growth objectives. Ensure effective landfill gas (LFG) collection and delivery per budget commitments. Coordinate with SCS Engineers on GSSC construction and repair, operational SOP’s, and environmental compliance reporting. Partner with plant operations to meet production goals and drive continuous improvement.
Key Accountabilities
- Direct daily activities of a four-person construction crew (well raises, pump maintenance, minor repairs, penetration and surface scan hits, etc.)
- Develop and implement PM plans for pump maintenance and wellhead maintenance in accordance with Biomass Standard using the FIIX CMMS
- Manage corrective maintenance (pump replacement/pump rebuilds) through the FIIX CMMS using the Biomass standard for corrective W/O’s
- Compile and report data on expansions and projects
- Work with SCS Engineers and ROM on development and delivery of annual GCCS expansion plans
- Ensure QA / QC on all wellfield activities including survey management
- Liaison between DTE and Landfill Host
- Meet all gas collection obligations and commitments
- Promote safe operating practices
- Ensure environmental compliance and support incident response
- Monitor financial performance against Wellfield budget and take corrective action as needed
- Interface with WC and GFL, outside engineers, consultants and others as necessary
- Set goals for operational staff and monitor performance
- Supports DTEBE development efforts by sharing knowledge; participates in the evaluation of new projects
- Manage technicians and contractors for GCCS related activities
- Involved in wellfield operating budgets including major maintenance and capital
- Encourage employee engagement through clear roles, tools, and training
- Promote training and career development
- Performs all other related duties as assigned
Minimum Education & Experience Requirements
- A bachelor's degree in engineering, operations management or similar
- At least seven years of increasing responsibility in management roles with industrial construction, GCCS design and operation, heavy manufacturing or similar industrial environment, or an equivalent combination of education and experience
Other Qualifications
- Strong verbal and written communication skills for internal and external
- Excellent organizational skills; ability to manage multiple priorities and meet deadlines
- Proven ability to take assignments, tasks and projects from initiation to completion
- Experience with budgets, operating plans, income statements, and capital authorizations
- Understanding of financial impacts of operational and maintenance decisions
- Ability to build effective working relationships and lead through delegation and empowerment
- Skilled in problem-solving and responding quickly to operational and logistics issues
- Proficient in data analysis for key performance metrics and trends
- Knowledge of LFG regulatory processes
- Working knowledge of Microsoft Windows, Word, Excel, and familiarity with email, scheduling, and time reporting software
- PMP certification required within two years of hire

- Work within the vicinity of a municipal solid waste disposal facility with potential exposure to gases, vapors, fumes or airborne particles, hot and cold surfaces, vibration, landfill/municipal waste, manure, biogas, low or high voltage electrical hazards.
- Be in a work environment where the noise level may occasionally be moderate to high, requiring use of hearing protection.
