This position can work out of either our Canonsburg, PA office or our New Milford, PA office.

Job Summary

As an individual contributor, this position is responsible for identifying, monitoring and integration of applicable regulations into the construction & operations of the company's transmission, gathering pipelines, and midstream facilities. Work includes initiating and maintaining company policies while executing programs to ensure compliance and required documentation. This role is a subject matter expert (SME) called on for technical support related to the design and ongoing operations of DTE Energy Gas, Storage and Pipeline's business units across several states. This job will require periodic Department of Transportation (DOT) drug and alcohol testing.

Key Accountabilities

  • Primarily responsible to ensure that code and compliance requirements from local, state, federal or other regulatory bodies are met for work performed by the Gas Storage and Pipeline business.
  • Establish and maintain programs & processes to ensure adherence to regulatory compliance in the Gas, Storage and Pipeline business units.
  • Audit field activities for compliance and identify opportunities for improvement.
  • Activities that identify and resolve non-compliance issues and methodologies with a focus on preventative measures.
  • Review performance and compliance with O&M Plan and standard operating procedures.
  • Perform internal compliance audits; prepare team for federal and state audits.
  • Develop and maintain an active relationship with regulatory agencies and auditors.
  • Represent the company's interests when meeting with government, agency or community organizations.
  • Coordinate with cross function teams to complete improvement projects for systems utilized in field operations including document management, GIS data, DOT testing, OQ records.
  • Develop and manage the education and training of employees and contractors in compliance of all Local, State and Federal requirements.
  • Monitor emerging compliance engineering practices and standards for timely communication with senior leadership of standards and regulations that impact our processes.
  • Prepares regulatory reports as required (internal or external).
  • Provides general support to the Gas, Storage and Pipelines business units with focus on continuous improvement of systems, documentation practices and communication with regulatory entities.
  • Manage the internal and external corrosion program to ensure compliance with the O&M plan, DOT Title 49 Part 191 and 192, including the Annual Report and PA Act 127 Annual filing.
  • Develop and maintain a schedule of activities with the company's maintenance group; collaborate closely and facilitate activities with operations, engineering, and construction teams to promote regulatory compliance.
  • Supports engineering & operations functions on natural gas facility and pipeline construction.
  • Provides regional subject matter expertise from the Canonsburg office with frequent travel to business units locations including but not limited to NE Pennsylvania, New York, Ohio and Michigan (travel required up to 30%).
  • This position may include FERC training requirements.
  • Perform all other related duties and projects as assigned.

Minimum Education & Experience Requirements

  • A Bachelor's Degree in Engineering, Engineering Technology or related technical discipline is required.
  • 7 years of industry experience in Midstream or Gas Transmission in technical/engineering role.
  • Past experience in code compliance with CFR Title 49 Part 192 (and other relevant regulations) is required.

Other Qualifications

  • Experience in operations applicable to the natural gas industry (gas gathering, compression, dehydration and transmission) strongly preferred as is working knowledge of Title 16 NYCRR Part 255 and PA Act 12NACE certification is desired.
  • The Code and Compliance Engineer must have familiarity of the engineering, integrity principles, corrosion mitigation practices and operations of assets that process, compress and transport natural gas.
  • This position requires proficiency in the use of Microsoft office suite with working knowledge of spreadsheets, GIS mapping interface, database and project management software.
  • Standard business correspondence and communication techniques.
  • The ability to efficiently handle competing priorities, remain organized and meet deadlines.
  • Ability to foster positive working relationships across business units and with the regulatory community.
  • Ability to work in a collaborative environment that includes a matrix type reporting structure in which functional and business unit members have equal authority.
  • The employee performs job duties in a climate controlled office environment with a moderate noise level.
  • This position will have exposure to construction sites/field operations; on occasion will be required to be on site during construction and operations with midstream gathering and pipeline construction.
  • Working conditions in the field may include exposure to the elements, extreme cold/heat and uneven ground.
