Job Summary

This is a leadership position with responsibility for all aspects of fuel yard operations including direct leadership and supervision of plant operational staff and responsibility for the safe, efficient and reliable operation of equipment involved in the supply of fuel.  The leader is responsible for establishing succession and development plans for the plant operational staff, tracking completion of their qualifications, and strategizing internal advancement opportunities.

 

As a leader, this position will be an integral part of the site management team.  A high degree of communication and collaboration with others is required. Proactive leadership (by example) to reinforce DTE’s core values of Safety, Reliability, Efficiency, and Responsibility to continuously improve and develop employee culture is critical for the success of this position.

 

Reporting to the Operations Manager, the employee functions as part of the site leadership team utilizing their technical expertise, discretion, and judgment within established policies, procedures and practices.

 

Results are reviewed through the achievement of set goals and adherence to these policies, procedures and practices.

Key Accountabilities

The essential functions of the position include:

  • Supervise the activities of the O&M Tech I and O&M Tech II – Fuel Handing team members; including performance management, qualification and scheduling to ensure safe, efficient and reliable fuel receipt and supply.
  • Tracking and monitoring all fuel at in the fuel yard and any offsite location.
  • Monitor the fuel inventory and operation including but not limited to receiving, tracking, burning, pile rotation (first in first to use), and tracking fuel blend.
  • Collect QC samples for fuel analysis including tracking, packing and sending samples to lab for testing.
  • Coordinates and manages invasive species programs, including implementation and management of the associated compliance plans.
  • Prepare process and record the fuel samples for moisture content.
  • Coordinate with site admin to verify all insurance requirements for fuel suppliers and transportation companies.
  • Oversee the daily quality audit of fuel suppliers in the yard and publish results.
  • Participate in required safety/regulatory training and adhere to all established safety/regulatory training and adhere to all established safety/regulatory requirements and practices.
  • Lead process design and problem-solving efforts through the fuel yard PRT to ensure safe, efficient and reliable operation of the fuel system.
  • Verify account receiving and account payable relating to the fuel procurement.
  • Perform as back-up to resource recovery coordinator for the daily verification of trip tickets to support proper billing.
  • Fuel blending per management direction to implement and comply with the combustion plan.
  • Perform all other duties as assigned.

Minimum Education & Experience Requirements

  • Must have a high school diploma or GED and a minimum of 5 years solid fuel experience.

Other Qualifications

Preferred:

  • College degree.
  • Experience in woody biomass.

 

Other requirements:

  • Ability to read, write and communicate effectively in English and perform mathematical calculations.
  • Technical training and demonstrated ability to perform successfully in similar work environments preferred.
  • Proficiency in the use of Microsoft Office products, especially Word and Excel
  • Demonstrated knowledge of solid fuel handling, preferably biomass.
  • Ability to communicate and coordinate work on technical subjects with others across job families and with outside vendors.
  • Outstanding skill in leadership and interpersonal relationships.
  • Ability to work shifts and extra/irregular hours and to work under unusual and special conditions that can arise in a solid fuel or natural gas generation station.
  • Ability to develop and maintain productive relationships with both a functional and business leader, who collaborate on employee issues and decisions (including performance management, compensation and development)

  • Must be able to enter and work in confined space areas, including boilers, condensers, tanks, etc. to evaluate equipment condition or inspect work efforts by assigned resources. Travel by car between Bakersfield, CA and Stockton, CA.  The employee in this classification will be required to occasionally lift objects of up to 50 pounds in weight. 
  • Vision requirements for this position include close vision, color vision, depth perception and the ability to adjust focus.

 

Working Conditions

 

  • While performing the duties of this job, the employee works both in a business office setting and out in plant. While working at the plant site, the employee is occasionally exposed to outside weather conditions, including wet and/or humid conditions, extreme heat, and may work near moving mechanical parts and/or machinery. The employee is occasionally exposed fumes or airborne particles and vibration. The noise level in the work environment is usually quiet to moderate in the office, but may become loud at the plant site.
