Job Summary

This position is responsible for maintaining plant compliance with all federal, state, and local environmental, health and safety regulations. It is critical that this position has an understanding of permit requirements, the regulatory process, plant operations, and the ability to identify, define, investigate, and assess EH&S problems. Expertise in training, auditing, industrial hygiene, as well as hazard identification and correction are required. Reporting to the Plant Manager, with functional reporting to the Environmental & Safety departments, the employee exercises independent discretion and judgment within established policies, procedures and practices. Results are reviewed through the achievement of set goals and adherence to these policies, procedures and practices.

Key Accountabilities
  • Insures operational and administrative compliance with all plant operating permits; including Title V Air Emissions. Cal ARP/RMP/PSM, and Hazardous Waste Management for a Large Quantity Generator.
  • Administers and maintains existing EH&S programs, policies, and procedures as well as developing specific programs as needed in collaboration with corporate environmental and safety support personnel.
  • Oversees the disposition of all waste in compliance with government regulations and corporate policies.
  • Provides guidance, conduct training presentations, and lead safety culture with operational assistance for the plant staff
  • Interfaces with regulatory agencies and outside vendors as necessary to ensure compliance with regulatory requirements
  • Administers Industrial Hygiene related programs
  • Prepares and submits documentation to support plant compliance
  • Organizes EH&S related documentation (i.e. quarterly EDRs, medical monitoring, IH data, reports, inspections, audits, etc)
  • Implements EH&S related initiatives and cooperative compliance programs
  • Conducts plant audits to assess compliance with regulations and DTEES expectations
  • Ensures a hazard-free working environment for all employees
  • Continuously evaluates and identifies where EH&S compliance activities must be focused
  • Identifies and implements best practices while maintaining plant operational and financial goals
  • Performs all other related duties as assigned
Minimum Education & Experience Requirements

A Bachelor’s degree (or equivalent) in Occupational Safety & Health and/or Environmental Science with three or more years of industry experience in an Environmental/Health and Safety Role or specialized skills paired with multiple years of experience.

Other Qualifications
  • Maintain a valid Hazardous Waste Management Certification.
  • Experience with continuous emissions monitoring systems and supporting software; familiar with multiple types of air permits and permit submittal process.
  • Knowledge of applicable codes of Federal Regulations requirements.
  • Knowledge and experience with Cal Air Resources Board (CARB), DTSC for Waste, and regional CUPA.
  • Experience leading a team, as well as the proven ability to work effectively within a team environment
  • Demonstrated knowledge and experience of the assigned areas of responsibility.  Must have obtained, or actively in the process of obtaining certification through the Board of Certified Safety Professionals (BCSP).  Recognized certifications are; OHST, CHST, ASP, CSP. CUSA certification through the National Safety Council may also be considered.
  • Knowledge of Cal OSHA required and OSHA 10 (construction) and OSHA 30 (general industry) course certificates preferred.
  • Knowledge and experience with Industrial Hygiene and personnel exposure monitoring preferred.
  • Demonstrated problem solving and decision making skills; certification in lean discipline or six sigma methodology preferred.
  • Strong organizational skills with the ability to meet deadlines and manage multiple tasks
  • Intermediate knowledge of Microsoft Office Suite
  • Possess excellent written and verbal communication skills
  • Ability to function within a matrix organization in which functional and business leaders have equal authority within the organization and employees report to both a functional leader and a business leader
  • Ability to develop and maintain productive relationships with both a functional and business leader, who collaborate on employee issues and decisions (including performance management, compensation and development)

 Vision requirements for this position include close vision, depth perception and the ability to adjust focus.




The employee performs job duties in a climate controlled office environment and in a plant site. In the course of working at the plant site, the employee is occasionally exposed to outside weather conditions, including wet and/or humid conditions, and may work near moving mechanical parts and/or machinery. The employee is occasionally exposed fumes or airborne particles and vibration. The noise level in the work environment is usually quiet to moderate in the office, but may become loud at the plant site.
