Job Summary

This position manages the engineering functions safely, reliably, efficiently and in full compliance with all applicable laws regulations, policies and procedures.  The plant reliability engineer is responsible for professional and technical duties of a complex nature in the design, operation, maintenance, construction and repair of steam and electric generating systems and equipment.  Duties will include supervising contractors, engineering consultants and assigned personnel.  This position will be located at Mt. Poso Cogeneration Company (MPCC) with travel to support Stockton as required.  Reporting to the plant managers in a matrix organization with support from business unit engineering, the employee exercises independent discretion and judgment within established policies, procedures and practices

Working closely with the site leadership, the position holder is expected to optimize plant performance, identify and correct operational issues impacting site performance, perform root cause analysis of forced outages and major derate events, and act a technical resource supporting the team and coordinating with business unit resources and consultants.

 

The plant reliability engineer will be expected to comply with all DTE Energy safety processes, the DTE Code of Conduct and the Onsite Energy BU Administrative Guidelines. 

Key Accountabilities

  • Maintains a strong safety culture.  Complies with all site safety and environmental requirements and procedures.  Identifies safety hazards and takes corrective actions as necessary.
  • Increase reliability of the unit through increasing Mean Time Between Failure (MTBF) and decreasing Mean Time to Repair (MTTR).
  • Lead or manage the compilation of all necessary data to investigate viable alternatives to existing plant equipment or procedure modifications to assure plant safety, environmental compliance and efficiency. 
  • Lead the Management Of Change (MOC) process.  Coordinate with business unit resources for approval and design reviews.
  • Lead the risk management development of planned outage activities for the power plant.  Work closely with the site leadership to execute all aspects of planned outages on time and budget while increasing plant reliability and performance.
  • Provides technical support to various plant personnel in making decisions involving minor modifications and changes to plant systems, scheduling equipment repairs to avoid interference with other systems, programming techniques to implement new functions, and actions to resolve equipment failures. His/her recommendations may involve equipment purchases; development of, or revisions to, equipment operating procedures; system operating changes; design changes; and modification to, or replacement of, plant equipment to maximize plant efficiency and reliability.
  • Responsible for monitoring unit heat rate, forced outages, loss of generation and conducting root cause analysis on the cause of failure and providing recommendations for containment and permanent corrective actions.
  • Coordinates external contacts with engineering firms to discuss field changes and with manufacturer sales representatives, service personnel and vendors to discuss new or modifications to existing equipment, resolve problems and exchange information.
  • Maintains frequent internal contact with various plant personnel, including managers, lead operators, technicians and plant operations and maintenance personnel, to resolve problems, provide technical support and exchange information.
  • Assists in the investigation of plant problems, incidents, accidents, and unusual events, and provide analysis, recommendations, reports, and appropriate follow-up plans.
  • Provides technical input for operation and maintenance training programs.
  • Ensures preventive maintenance, condition monitoring, predictive maintenance, surveillance, and planned maintenance cause predictable reliability and prevent unplanned, unanticipated incidents.
  • Performs all other duties as assigned.

Minimum Education & Experience Requirements

A Bachelor’s degree in an Engineering discipline is required; Mechanical, Electrical or Chemical degree preferred.

 

Relevant experience in a power plant environment with five to ten (5-10) years of experience is required.

Other Qualifications

Candidates will be evaluated on the following criteria:

 

  • Thorough understanding of power plant operations, including the interrelationship of engineering with operations and maintenance functions.
  • Written and verbal communication skills.
  • Demonstrated problem solving and decision-making skills.
  • Organizational skills with the ability to meet deadlines and manage multiple tasks.
  • Customer focus (internal and external).
  • Knowledge of Project Management tools and application, with emphasis on scope, cost, timing, and risk.
  • Demonstrated computer skills with word processing, spreadsheets, presentation and other business and technical software used to increase personal productivity.
  • Knowledge of environmental programs and regulations.
  • Ability to analyze and interpret data using statistical tools to identify correlation and causation to make recommendations.
  • A working knowledge of process variability reduction (Six Sigma) and waste reduction (Lean) principles is desired.  
  • Lean / Six Sigma Black or Green Belt certification or significant work towards certification is preferred. 
  • Experience with computerized maintenance management systems (CMMS).
  • Knowledge of legal and ethical standards of contract administration, including insurance requirements, payment terms and conditions and warranty clauses.

Must be able to enter and work in confined space areas, including boilers, condensers, tanks, etc. to evaluate equipment condition or inspect work efforts by assigned resources. Travel by car between Bakersfield, CA and Stockton, CA.  The employee in this classification will be required to occasionally lift objects of up to 50 pounds in weight. 

Vision requirements for this position include close vision, color vision, depth perception and the ability to adjust focus.

 

 

 

WORKING CONDITIONS

While performing the duties of this job, the employee works both in a business office setting and out in plant. While working at the plant site, the employee is occasionally exposed to outside weather conditions, including wet and/or humid conditions, extreme heat, and may work near moving mechanical parts and/or machinery. The employee is occasionally exposed fumes or airborne particles and vibration. The noise level in the work environment is usually quiet to moderate in the office, but may become loud at the plant site.
