Job Summary
    Primary supervisory responsibilities for the operating shifts. In the absence of the Shift Supervisor, commands full authority over all shift operations, maintenance activities, fuel supply and ash unloading systems, site security, and the implementation of all generating facility controls in normal and abnormal situations. Assists the Shift Supervisor in providing the leadership to oversee plant equipment and/or systems, assigns work priorities, identifies and solves problems and assures adherence to all environmental regulations legal requirements and Fossil Generation directives.
Key Accountabilities
  • Directs plant activities to provide maximum electrical output at minimum cost in accordance with plant procedures and power plant orders. Provides comprehensive supervisory oversight for all plant activities to assure safe and prudent operation under all conditions.
  • In the absence of the Shift Supervisor, the Assistant Shift Supervisor has the sole responsibility of administering the Protective Tagging System (PPO 77) to all work performed on power plant equipment.
  • Provides input to operational decisions based on sound judgment and cultivated analytical skills, utilizing appropriate safety and regulatory considerations that balance the use of proven and unproven operating practices and procedures to minimize risk. The Assistant Shift Supervisor provides input to crucial decisions that affect the safe operation of plant equipment and optimizes the use of generating assets, while ensuring that generation availability is not compromised.
  • Implements practices that motivate and instill in operating personnel the highest standards of performance, attention to detail and regulatory compliance. Supervises the implementation of the Job Instructional training program at the plant, and facilitates the skill development of the Supervising Operators.
  • In the absence of the Shift Supervisor, acts as the Plant Emergency Coordinator, Incident Commander and Fire Brigade Commander. Responds to inquiries by State and Federal Regulatory authorities for information regarding safety and environmental issues. Acts as the primary first aid responder first aid, CPR, defibrillator, biohazard control etc. in the absence of the Shift Supervisor and plant nurse.
  • Manage costs within an approved budget and continually strives for greater effectiveness. Seeks innovative methods to reduce cost and eliminate inefficiencies in plant operation.
  • Identifies problems and provides input for solutions through examining and analyzing information in accordance with existing principles and practices. In the absence of the Shift Supervisor, makes the final decision with primary control over the results.
  • The Assistant Shift Supervisor must remain proficient in the changing operating characteristics of the plant. Must be able to make sound decisions and take corrective actions that further the continuous improvement effort, while maintaining the safety and capability of the plant and its workforce.
  • The Assistant Shift Supervisor must utilize both oral and written communication skills to communicate effectively both within and outside the company and with federal and statement government regulating agencies.
  • Performs all aspects of administration, development, training, staffing and work direction for the operating shift. The Assistant Shift Supervisor must be knowledgeable of and maintain consistency in administering the collective bargaining agreement and in applying positive discipline.

Minimum Education & Experience Requirements
  • High school diploma or higher education or equivalent.
  • A minimum of five years experience as a Supervising Operator, or 10 years operating experience.

 

Preferred Qualifications:

  • City of Detroit First Class Stationary Engineer's License
Other Qualifications
  • Must have a DTE Energy Basic Electrical Certificate, City of Detroit First Class Stationary Engineer's License within 18 months of entering the job classification.
  • Must obtain and maintain an Incident Commander Certificate and be qualified to perform 1st Aid/CPR within 18 months after entering the job classification and maintain annual recertification.
  • Must have expert level knowledge of the Protective Tagging System (PPO 77) and Protection Leader Certification (PPO 101).  This includes the ability to interpret, instruct and perform total administrative responsibilities pertaining to the Orders.
  • Must be able to effectively manage change and develop consensus among divergent viewpoints.
  • Must have the interpersonal skills to effectively communicate with inside and outside agencies and organizations.
  • Requires an expert knowledge of all the plant and fuel supply equipment and systems, equipment performance, testing, risk management and outage management.
  • This job requires extensive computer skills and knowledge of the control systems.
  • Needs to have a working knowledge of administrative policies and procedures, Contract Administration policy, computer software programs and corporate applications, e.g Maximo, Unit Capacity Framework (UCF), EMS, etc
  • This job requires a working knowledge of electrical equipment, measuring devices, mechanical equipment, non-precision tools and instruments, and power plant maintenance.
  • This job requires an advanced knowledge of blueprints, drawings schematics and all electrical systems up to and including 345KV.
