Hybrid Role: This role is hybrid, with an established schedule of in-person work required at an assigned work location. Any remote work is expected to be performed from an employee’s primary residence, unless allowed (or prohibited) through the Company’s remote work guidelines.
Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE’s emergency response to storms or other events that impact service to our customers.
Job Summary
Develops and maintains processes, communications, and relationships necessary to obtain all permits and approvals for construction projects to ensure that DTE Energy adheres to all local, county, state and federal regulations. Will work in collaboration with project managers to ensure all relevant information is received, validated, and executed correctly in alignment with municipality permit guidelines. This position will require the employee to research permit requirements based on designs for capital projects, track data metrics such as application statuses, payments, and ensure that refunds are collected and permits closed out. The employee will build and manage external relationships with municipalities. This is an individual contributor role.
Key Accountabilities
- Apply for permits through online, in-person, and mail-in paperwork with the proper governmental agencies.
- Responsible for building and maintaining relationships with local, county and state departments that control road right of ways.
- Works with the DTE Electric organization to ensure permits are obtained in a timely manner.
- Ensures that DTE Electric work conducted in the right of way is completed to issuing agency regulations/standards.
- Works with issuing agencies and DTE operating departments to negotiate and resolve issues related to DTE work completed in the road right of way.
- Works closely with Corporate and Government Affairs Regional Managers to assist where needed in resolving construction related issues with communities.
- Advises Regional Managers of any municipal construction issues in communities that may need escalation.
- Consults with Regional Managers to determine if there are any issues that may impact proposed or ongoing construction projects.
- Review and develop new processes to improve efficiency and overall business continuity when it comes to construction permits.
- Escalate concerns and/or issues with municipality representatives that could impact the success of a project.
Minimum Education & Experience Requirements
- Bachelor's degree in business, political science, liberal arts, urban planning, or environmental science & the knowledge / capabilities typically acquired through 5+ years of job relevant experience.
- Associate’s degree in in business, political science, liberal arts, urban planning, engineering, engineering technology or environmental science & the knowledge / capabilities typically acquired through 7+ years of job relevant experience.
- High School Diploma & the knowledge / capabilities typically acquired through 9+ years of job relevant experience.

- 2+ years of permitting experience
- Permitting experience supporting large scale capital projects
- Adaptive to change and creative on solutions to complex problems.
- Must have demonstrated knowledge of contract development/negotiation, project management, employee and public communications skills and job design management.
- Experience with construction and blueprints/drawings and schematics.
- Knowledgeable in areas of land use, environmental requirements and restrictions, including wetland laws and ordinances.
- Requires both negotiation and conflict resolution skills.
- Must have an understanding of Transmission and Distribution and requirements for both new construction and modification projects.
- SAP and Maximo experience
