On-Site Role: Must be available to work on-site at this assigned work location.

Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE’s emergency response to storms or other events that impact service to our customers.

Job Summary

    Provides guidance to the development staff on all aspects of application development and testing. This includes, but is not limited to, leading development teams, recommending programming lan-guages and development tools and providing support in testing. Supports efforts to determine and document requirements and provides guidance to developers regarding application design. Provides level 2 & 3 support for application production environments. Participates on projects and provides support to clients and business analysts in translating, defining, designing, and documenting require-ments. Creates application code in accordance with applicable DTE Development Standards and Guidelines. Provides technical direction to Associate Developer and Developer.

Key Accountabilities

  • Designs and develops application code, queries, scripts, web pages. Develops and executes unit tests; designs applications.
  • Responsible for technical design, technical development, and technical deployment of applications.
  • Provides planning and time estimate for own and others assignments.
  • Keeps abreast of technology trends and DTE Energy strategies, standards, and guidelines in order to select technologies that are appropriate and cost beneficial and applies each to ITS operating procedures. Incorporates standards into ITS operating procedures, and ensures they are kept up-to-date.
  • Mentors Associate Developer and Developer. Performs code reviews, explains technical concepts, and pair programming.
  • Participates in system, unit, integration, and regression testing. Provides input on automated testing approaches and plans.
  • Develops and conducts formal and information presentations.
  • Works on multiple teams in a collaborative environment.
  • Creates and prepares design documentations [UML Diagrams, environmental configuration, deployment (physical and logical), and domain diagrams].
  • Conducts translation of business requirements into technical specifications.

Minimum Education & Experience Requirements

  • This is a multi-track base requirement job; education and experience requirements can be satisfied through one of the following options:

    • Bachelor's degree and 5 years of related job experience; OR
    • Associate degree and 7 years of related job experience (or 2-year IT certificate from an accredited institution and 7 years of related job experience); OR
    • High school diploma or GED, and 9 years of experience in application development and design components

Preferred

  • Bachelor’s degree in Computer Science or relevant field of study.
  • Proven work experience in one or more of the following focus areas: ADMS, OMS, SCADA, GIS, EMS
  • Knowledge of electrical operations, distribution systems, data management
  • Experience with end-to-end network model maintenance.
  • Experience in rectifying data errors in the network model and SCADA configuration, and providing timely and sustainable solution
  • Working knowledge of ADMS Support Model, including application change management, roles and permissions, ADMS architecture, integrations, configurations, troubleshooting, and monitoring.
  • Experience establishing changeset promotion process for connectivity model of substations, feeders network and associated SCADA points
  • Experience in reviewing, validating and updating changes to substation and distribution connectivity model based on as-built updates or validated corrections, and make manual updates to the substation in ADMS and EMS
  • Working knowledge of ADMS database, incident management, and remedy management.

Other Qualifications

Preferred

  • Experience with monitoring, troubleshooting and performing application failover functionality
  • Experience in troubleshooting and responding to issues with advanced applications
  • Experience in managing and executing application site switchover during planned and unplanned events
  • Experience in preparing testing schedules and coordination, and stack versions needed for testing, data, and access
  • Experience in establishing and implementing mechanisms in coordination with relevant functions to ensure timely reporting of system health, assets and devices, and ensure notification of stakeholders of outages
  • Experience in maintaining and updating procedures
  • Experience collaborating with cross-functional teams, including System Control Room, IT, and Engineering
  • Proficiency in Microsoft Office programs, primarily Excel and Word
  • Intermediate analytical and problem-solving skills
  • Strong time management, prioritization, and organization skills
  • Proficient communication and interpersonal skills
