On-Site Role: Must be available to work on-site at this assigned work location.

Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE’s emergency response to storms or other events that impact service to our customers.

Job Summary

Assists with all aspects of requirements gathering and analysis, application development, and testing. This individual will provide input and recommendations on development tools and participate in the design, development, testing, and implementation of application software. The Developer will provide support for production application environment level 2 issues, participate on projects, and create ap- plication code. Work is self-directed. Assignments are received in the form of results expected; within operating policies and procedures. Incumbent has the discretion to select from alternative approaches; decisions may involve changes to normal work processes. No supervisory responsibilities.

Key Accountabilities

  • Develops application code, queries, scripts, web pages, and develops and executes unit tests.
  • Designs reusable application components.
  • Participates in the design, development, deployment and level 2 & 3 support of applications.
  • Provides planning and time estimates for own assignments.
  • Keeps abreast of technology trends and DTE Energy strategies, standards, and guidelines in order to select technologies that are appropriate and cost beneficial and applies each to ITS operating procedures.
  • Mentors Associate Developer; perform code reviews, explain technical concepts, and pair pro-gramming.
  • Participates in system, unit, integration, and regression testing.
  • Assists and develops formal presentations; conducts informal presentations.
  • Works on multiple teams in a collaborative environment.
  • Creates/ prepares design documentations (UML Diagrams, environmental configuration).

Minimum Education & Experience Requirements

  • Bachelor's degree & 2 years of experience
  • OR an Associate's degree or Developer certification (equivalent to 2 years) & 4 years of experience
  • OR a high school diploma or GED and 6 years of experience in application development and design components.


  • Bachelor’s degree in Computer Science or relevant field of study.
  • Proven work experience in one or more of the following focus areas: ADMS, OMS, SCADA, GIS, EMS
  • Knowledge of electrical operations, distribution systems, data management
  • Experience with end-to-end network model maintenance.
  • Experience in rectifying data errors in the network model and SCADA configuration, and providing timely and sustainable solution
  • Working knowledge of ADMS Support Model, including application change management, roles and permissions, ADMS architecture, integrations, configurations, troubleshooting, and monitoring.
  • Experience establishing changeset promotion process for connectivity model of substations, feeders network and associated SCADA points
  • Experience in reviewing, validating and updating changes to substation and distribution connectivity model based on as-built updates or validated corrections, and make manual updates to the substation in ADMS and EMS
  • Working knowledge of ADMS database, incident management, and remedy management.

Other Qualifications

  • Experience with monitoring, troubleshooting and performing application failover functionality
  • Experience in troubleshooting and responding to issues with advanced applications
  • Experience in managing and executing application site switchover during planned and unplanned events
  • Experience in preparing testing schedules and coordination, and stack versions needed for testing, data, and access
  • Experience in establishing and implementing mechanisms in coordination with relevant functions to ensure timely reporting of system health, assets and devices, and ensure notification of stakeholders of outages
  • Experience in maintaining and updating procedures
  • Experience collaborating with cross-functional teams, including System Control Room, IT, and Engineering
  • Proficiency in Microsoft Office programs, primarily Excel and Word
  • Intermediate analytical and problem-solving skills
  • Strong time management, prioritization, and organization skills
  • Proficient communication and interpersonal skills
