Hybrid Role: This role is hybrid, with an established schedule of in-person work required at an assigned work location. Any remote work is expected to be performed from an employee’s primary residence, unless allowed (or prohibited) through the Company’s remote work guidelines.
Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE’s emergency response to storms or other events that impact service to our customers.
Job Summary

Leads a team of project controls professionals in the preparation and review of conceptual or detailed estimates and subsequent cost and schedule control. Works closely with project managers and engineers, customers, construction and engineering contractors to ensure a meaningful and appropriate application of project controls services. May train, coach/mentor estimating, cost and schedule professionals. Assignments are received in the form of results expected (within operating policies and procedures); incumbents have the discretion to select from alternative approaches; decisions may involve changes to ænormalÆ work processes.
Key Accountabilities
- May lead projects and/or project teams (including assigning work, reviewing progress and evaluating results), mentor, provide guidance and technical direction to less experienced engineering and technical staff, including the provision of input in performance evaluations, but is not responsible for supervising anyone.
- Establishes work processes and procedures; ensures compliance from project controls personnel.
- Monitors project progress against established baseline and control budgets and estimates.
- Incorporates project data/reports into aggregate reporting system to give management summary of the projects as a whole.
- Generates and reports current project status via graphs, tables, metrics, and KPIs with regard to: - Cost: current budget, forecast, variance - Field productivity analysis - Earned value analysis - Commodity unit rate analysis - Trending, analyzing and forecasting schedule, cost and estimating information
- Ensures project schedules are developed within project requirements, and that periodic schedule updates are established (per project requirements); analyzes actual progress as it relates to base-line, critical path and schedule variance.
- This could be an individual contributor or a leader role based on business unit discretion.
Minimum Education & Experience Requirements
This is a dual track base requirement job; education & experience requirements can be satisfied through one of the following options:
- Bachelor’s degree in engineering, Architecture, Construction Management, Business, Business Administration or a related field & 8+ years of job-relevant experience.
- Associate degree in engineering, Construction Management, Business, Accounting, Math, or related field & 10+ years of job-relevant experience.
- High School or GED, & 12+ years of job-relevant experience.
Other Qualifications
- Written and verbal communication & advocacy skills consistent with the ability to present results of projects & research, and engage in persuasive written & verbal interaction all levels of the business unit.
- Intermediate-to-advanced analytical and project management skills.
- Ability to develop / coordinate crossfunctional work groups and projects, yielding optimal outcomes.
- Working knowledge of financial & economic analysis, project & risk management.
- Thorough knowledge of project management concepts and processes, and project controls related to design, procurement and construction management
- Through knowledge of analyzing, integrating, trending, and forecasting schedule, cost and estimating information for projects
- Competent in multitasking (i.e the ability to prioritize & manage multiple tasks, issues or projects that may include high-visibility initiatives and require innovation, teamwork & planning).
- Proficiency in Microsoft Office/Excel/Powerpoint, Visio, Primavera (or equivalent) sufficient to apply them with minimal instruction or guidance; this level of proficiency is typically attainable through 3+ year(s) of substantive experience with the applications.
- Motivates through 'leading by example,' coaching/mentoring and providing ongoing constructive feedback to subordinate staff; competent in systematically eliciting the best efforts & results from subordinate staff.
- Ability to conduct efficacious meetings & manage the meeting process with optimal results.
- Balances with multiple demands from superiors, and/or subordinates & peers in a positive and evenhanded fashion; displays a calm demeanor under pressure.
