Job Summary
Works cross functionally to develop business plans and strategies to provide regulatory focus insights. Assesses industry and company trends, financial data, operational capabilities, regulatory filings and orders, and translating complex information into actionable insights. Analyzes business data, develops strategies, and creates plans to improve regulatory and company outcomes. Uses data analysis, modeling, forecasting, and strategies to guide business unit decisions through complex regulatory environments, ensuring regulatory business objectives are achieved.

Key Accountabilities
- Conducts thorough research and analysis of industry and company trends, financial data, operational metrics, benchmarking and utility landscapes.
- Performs issue analysis and corresponding development of strategic positions that integrate company and business unit regulatory strategies.
- Builds consensus among Company's leadership for budget direction and/or regulatory strategy
- Creates and sustains accurate forecasting models to predict future business performance.
- Creates detailed reports, presentations, and dashboards to communicate business findings and regulatory recommendations to senior management and stakeholders.
- Identifies opportunities for process optimization and efficiency improvements within the planning function and across the business and implement changes and improvements.
- Identifies potential risks associated with business and regulatory plans and develop strategies and recommendations to mitigate them for senior management.
- Partners with various departments to implement investment or regulatory plans, track progress, and ensure alignment with organizational and regulatory objectives.
- Researches and analyzes records, financial data, and operating statistics for use in regulatory filings.
- Creates and formulates business documentation and reports, including rate case testimony, exhibits, and discovery responses, to support regulatory (i.e., rate case or other) filings and appeals.
Minimum Education & Experience Requirements
- Bachelor's degree in Business, Accounting, Finance, Economics, Engineering, Science, Mathematics, Information Technology, or Statistics with 6 years of data analytics, strategy or business planning, project management, regulatory, or public policy analysis experience.
Other Qualifications
Preferred:
- Educational Background: Holds a relevant graduate-level degree such as an MBA, with coursework or specialization in strategy, finance, economics, or public policy.
- Regulatory and rate case experience: Understanding and familiarity with navigating regulatory environments, including active participation in rate case proceedings and regulatory filings, and ability to interpret and apply regulatory frameworks to support business objectives.

- Advanced knowledge of Microsoft Excel, Word, and PowerPoint.
- Proficient verbal, written, and presentation skills; communicate clearly with credibility and confidence.
- Extensive knowledge of data analysis; ability to summarize data effectively and provide appropriate summaries in response to common business questions
- Experience with cost and performance metrics in interpretation, trending and writing high level performance commentary
- Analytic and problem-solving skills with the ability to identify key issues from a broad range of alternatives and recommend optimal solutions for various situations
- Develop and coordinate cross-functional work groups and projects yielding optimal outcomes
- Ability to work with shifting priorities and embrace new or evolving responsibilities
- Data Modeling & Interpretation: Skilled in developing and analyzing models to interpret multifaceted datasets. Capable of transforming raw data into actionable insights that inform regulatory approaches and arguments.
- Strategic Analytical Thinking: Analytical skills and ability to distill large volumes of information to support high-impact strategic plan development
- Evidence-Based Communication: Adept at constructing clear, rational arguments in both written documents and presentations, supported by data and research.
- Stakeholder Engagement & Communication: Ability to translate technical findings into accessible insights for non-technical audiences.
- Digital Fluency & Innovation Mindset: Comfort with experimenting with new technologies such as artificial intelligence and machine learning and platforms supporting data analysis or automation.
