Job Summary

Responsible for the front-line leadership of a diverse range of employees in multiple classifications. Responsibilities encompass marketing the DTE Energy brand through the delivery of cost effective designs for both internal and external customers in a timely fashion. Educating customers about business related policies, procedures, rule and regulations. Creating awareness of the rules and laws of the Michigan Public Service Commission (MPSC). Executing sound strategies to ensure performance management, quality, costs and material controls. Driving customer satisfaction, serving as an organizational change agent and implementation of process and continuous improvement initiatives. Incumbent works in accordance with detailed policies and procedures or specific instructions and ensures that subordinates (if applicable) comply with same. Span of control: 8 jobs; 15 - 20 FTEs

Key Accountabilities

• Provides work instruction and assists employees with difficult and/or unusual assignments. Monitor resources and assigns work on hand workload and design efficiencies to ensure quality standards.
• Educates DTE customers and electricians on metering guidelines as well as on policies, procedures and MPSE tariff rates.
• Enforces and monitors customers for electrical code compliance.
• Resolves customer disputes.
• Interprets and implements as a core SME for business process, technical overhead and underground and design policy and standards.
• Oversees and drives compliance with various laws and legislation in which include: Sarbanes-Oxley Act standards, Property and Real Estate laws. Application of National Electrical Codes, National Safety Codes, Right-of-Way Easement, MPSC and Rate Book
• Researches and monitors laws, codes, ordinances, and policies; reviews land use application to determine departmental impact.
• Executes legal contracts and agreements (e.g., line extension contracts, account receivable agreements, relocation agreements and interpretation of legal descriptions/easement encroachments). May be called upon to serve as a SME for court cases and rate cases or to handle disputes with customers and laws suits.
• Serves as Department representative on local/ regional committees and teams for planning related activities and projects; prepares and presents oral and written planning reports, actions and recommendations to the public, staff, Director, and applicable organizations.
• Interprets and makes design recommendations of the Service Installation Manual to the internal and external customers, engineers, architects and city inspectors.
• Reviews/analyzes blue prints for construction drawing and site plans
• Responsible for calculating and approving customer transformer sizing.
• Performs or ensures the accomplishment of the following core supervisory/management functions for a given group(s) within a business unit: planning, organizing, directing the performance of on-going activities and/or special / ad hoc assignments, staffing (employee selection, training/coaching and performance management, time entry), coordinating, reporting and budgeting.
• Leads the continuous improvement commitment and efforts for team, including designing processes, establishing quality and quantity standards and metrics, collecting, refining, adapting, and communicating best practices, sharing knowledge, and developing staff in a systematic fashion; uses process design outcomes to solve problems
 

Minimum Education & Experience Requirements

This is a multi-track base requirement job; education and experience requirements can be satisfied through one of the following options:

  • High School or GED, and 10 years of design experience; or
  • Associate’s degree in business or a related discipline and 7 years of design experience; or
  • Bachelor's degree in business or a related discipline and 5 years of  design experience

• Proficiency in the following software applications sufficient to apply/support them with minimal instruction or guidance; this level of proficiency is typically attainable through 5+ year(s) of substantive experience with the applications: Maximo, Field View,  CRM, SAP, EBS platform.
• Provides leadership through example in a unionized environment, consistent with prevailing collective bargaining agreements (typically based on experience in a unionized environment).
• Motivates through 'leading by example,' coaching/mentoring and providing ongoing constructive feedback to subordinate staff; competent in systematically eliciting the best efforts and results from subordinate staff.
• Deals effectively with resistance; takes positive steps to avoid the recurrence of errors through constructive critique.
• Ability to work in a 'team' and/or 'matrixed' structure, supporting multiple clients.
• Ability to conduct effective/efficient meetings and manage the meeting process with optimal results.
