Job Summary

LOCATION:  HOUSTON, TX

 

Senior level engineer responsible for environmental regulatory compliance and activities.  Responsibilities include supporting the development, engineering and construction, asset management and operations departments with permit, design, and procedural issues as well as due diligence activities associated with acquisition initiatives. The employee exercises independent discretion and judgment within established policies, procedures and practices and manages a team of environmental specialists and engineers.  Performance results are reviewed through the achievement of set goals and adherence to these policies, procedures and practices.

Key Accountabilities
  • Manages environmental staff by establishing priorities and goals for the department and individual staff; conducts quarterly progress reviews with staff and documents staff performance annually.
  • Maintains environmental department records in accordance with Company records retention policies and regulatory requirements.
  • Provides environmental resources and information throughout company via email, brown bag presentations and other internal correspondence to help all staff maintain proper environmental awareness.
  • Establishes environmental requirements regarding air quality emission levels, sound levels, existing site contamination, sewer discharge requirements, river or stream discharge limits (NPDES) and need for environmental assessment report.
  • Interfaces with local environmental authorities and utilizes outside environmental consultants as required.
  • Interfaces with development team (i.e., project development managers and technical managers) regarding environmental requirements of the development design.
  • Advises development team about environmental permits required for air quality, sound levels, water discharge, wet lands construction and current definition of best available control technologies (BACT) by local and federal authorities to meet emission levels.
  • Provides scheduling input, technical description on environmental issues and estimate of permitting cost for proposal preparation.
  • Interfaces with design-build teams (i.e., project managers, technical managers, and EPC contractors) to obtain technical data necessary for permit preparation and application.
  • Directs permit application with assistance from outside environmental consultant as required.
  • Coordinates meetings with governing environmental authorities and public presentations concerning permit applications.
  • Reviews technical designs to establish permit requirement compliance; makes recommendations to minimize Company’s environmental liability regarding spills or discharges of fuels or chemicals.
  • Coordinates necessary environmental testing and reports utilizing outside testing firms.
  • Interfaces with operations managers and plant managers for compliance with all environmental permit requirements such as testing, monitoring, and reporting.
  • Reviews and monitors plant procedures for environmentally safe handling of fuels and chemicals.
  • Reviews procedures for handling and reporting spills or discharges from plants to minimize environmental impact.
  • Updates management on environmental law revisions and potential design modifications.
  • Attends environmental seminars annually to stay current with emerging environmental technologies and regulations.

 

Minimum Education & Experience Requirements
  • Bachelor’s degree in Environmental Engineering or related field, with seven years of job related experience, including specifically State of Louisiana regulatory compliance experience.
Other Qualifications

Preferred:

  • Master’s Degree or higher in Engineering or job related discipline (MBA, JD, PhD)

  • Knowledge of the regulatory process, operations, pollution control equipment design and function

  • Strong working knowledge of regulatory requirements associated with utility assets
  • Strong organizational skills with the ability to meet deadlines and manage multiple tasks
  • Demonstrated problem solving and decision making skills
  • Intermediate knowledge of MS applications, including Word and Excel, in a Windows environment; working knowledge of Internet research and e-mail applications
  • Ability to identify, define, investigate and assess environmental problems
  • Ability to research and interpret environmental regulations for permitting and compliance strategy development
  • Ability to clearly and concisely communicate environmental regulations to all levels of staff and management
  • Ability to effectively relate environmental procedures to work force

Working Conditions:

  • The employee generally performs job duties in a climate controlled office environment, with a moderate noise level. However, on an occasional basis the employee may be required to travel to project sites where noise levels and environmental conditions may vary.
