Job Summary

Manages projects related to various emergency preparedness and response activities resulting from emergency preparedness (EP) drills and Nuclear Regulatory Commission (NRC)/Federal Emergency Management Agency (FEMA) annual exercises. Interfaces with DTE, state of Michigan, Canada and other local emergency agencies regarding drills/exercises.  Subject matter expert responsible for oversight of all EP equipment and facilities.


Key Accountabilities

• Establishes and maintains positive working relationships with a variety of offsite response organizations to ensure that requirements of the Fermi 2 Radiation Emergency Response Preparedness (RERP) plan are met.
• Coordinates and obtains review and approval of emergency action level and emergency preparedness supporting document reviews with Michigan and local representatives.
• Responsible for the approval and accurate submittal of NRC performance indicators.
• Leads all activities related to emergency preparedness drills and exercises, including developing drill scenarios, execution of exercises and coordination with representatives from onsite and offsite response organizations.
• Mentors, coaches, and trains EP staff personnel and emergency response organization (ERO) members concerning their drill and exercise performance, at all job levels.
• Ensures nuclear emergency response facilities (ERF) are inspected and maintained to ensure compliance with regulatory and EP program requirements.
• Evaluates EP training, assessments/audits/inspections, drills and exercises.
• Ensures drill conduct and participation is properly coordinated within scheduled plant work windows, outage schedules, and other major site activities.
• Updates the Emergency Plan’s (E Plan) supporting documents, forms and EP implementing procedures that require License Change Request (LCR), ensuring the integrity of the EP Plan.
• Ensures external stakeholders are properly trained on the Emergency Action Level procedures.
• Participates in industry EP working groups to ensure Fermi stays current on industry best practices and for knowledge sharing.

Minimum Education & Experience Requirements

• Associates degree and eight years of experience in nuclear power, emergency preparedness/response, or navy nuclear, inclusive of four years of experience working in a nuclear power plant; Or
• High School diploma or GED equivalent and ten years of experience in nuclear power, emergency preparedness/response, or navy nuclear, inclusive of four years of experience working in a nuclear power plant.


Other Qualifications

• Bachelor’s degree
• Currently holds or has previously held an SRO license or SRO Certification
• Four years’ experience with NRC requirements; 10CFR50.59 or 10CFR50.54q 


 Other Requirements:
• Must have a valid driver's license.
• Knowledge of EP rules/regulations, laws, and industry practice and guidance.
• Must be able to maintain a position on the Fermi Emergency Response Organization (ERO) in support of the Radiological Emergency Response Plan (RERP).
• Must be able to pass all phases of In-Processing including a background investigation, psychological screening, appropriate radiation worker/respiratory training and be medically certifiable drug and alcohol screen.
• Ability to read, comprehend, and write complex regulatory documentation
• Ability to work with diverse set of internal and external stakeholders to resolve significant issues
• Ability to successfully achieve goals through indirect influence
