Job Summary

Location: Stockton, CA

The position will assist plant managers and the business development manager with identifying, structuring, sourcing, negotiating, procurement, transporting, and development of wood or acceptable substitute waste materials for use at either an external or internal open loop biomass power plant facility. The individual will also need to work with both internal and external stakeholders to develop multiple sourcing channels for the procurement of wood waste material. The individual may also assist with the development of processes and procedures to facilitate business to business waste wood transactions as well as develop direct sourcing businesses to facilitate procurement of wood waste material consistent with the fuel plan. The individual will need to do this with DTE core values and safety processes at the forefront of activities. Work involves performing difficult and complex services requiring a high level of independent judgment, initiative, and discretion. Work is mainly self-directed, with work results reviewed through the achievement of set goals and adherence to policies and procedures.

Key Accountabilities

  • Identifies direct business to business sources of waste wood or other materials suitable for processing and consumption
  • Mine and evaluate fuel development opportunities, distill complex transactions into their essential elements, and identify value-creation opportunities and business structures that promote the fuel development plan
  • Communicates activities, plans, and results as needed to relevant stake holders
  • Negotiates with counterparties to successfully structure procurement, transportation, storage, and other commercial agreements needed to satisfy fuel plan
  • Work with private and public entities to identify and establish material procurement points in support of each facilities fuel plan
  • Performs all other related duties as assigned

Minimum Education & Experience Requirements

  • Bachelor's degree in a business, economics, engineering, or science discipline
  • 5 years equivalent and relevant professional experience is required (an MBA is helpful but not necessary)
  • Must possess and be able to maintain a valid driver's license

Other Qualifications

Preferred:

  • Commercial background and be familiar with various aspects of the wood recycling, waste management, and wood transportation industry
  • Experience with open or close looped biomass power plant facilities is preferred as this is the primary use of recovered material
  • Ability to develop and maintain strong relationship with wood suppliers, transporters, brokers, and recovery customers is essential.
  • Knowledge of continuous improvement and cost optimization activities
  • Exposure to power plant fuel management procedures and processes
  • Power plant fuel hedging strategies and cost control strategies
  • History of developing and crafting fuel procurement and transportation agreements
  • Experience or exposure with managing waste recovery yards or fuel yards
  • Excellent written and oral communication skills, with the ability to analyze and communicate task, needs, activities, and follow-up actions to relevant stakeholders are a must
  • Ability to take initiative
  • Ability to juggle multiple assignments
  • Team player, ability to lead and/or work with large groups
  • Ability to travel as necessary
  • Ability to function and when necessary, influence others within a matrix organization in which functional and business leaders have equal authority within the organization and employees report to both a functional leader and a business leader
  • Ability to develop and maintain productive relationships with both a functional and business leader, who collaborate on employee issues and decisions (including performance management, compensation, and development)

  • Vision requirements for this position include close vision, color vision, depth perception and the ability to adjust focus


The individual may also be exposed to chemicals and odors consistent with waste materials. The individual may at times work near mechanical moving parts. They may work in high, precarious areas, around fumes or airborne particles, outdoor weather conditions, extreme cold and extreme heat. The individual may spend many hours driving as stakeholders may be broadly dispersed over a large geographical area.
